Victor Vance, an ex soldier and a minor character of Vice City, builds a criminal empire with his brother Lance in 1984, in this 2006 open world action adventure for the PlayStation Portable. He first wants to raise money for his sick brother Pete's medication, but he comes into conflict with rival gangs and drug lords. An empire building system has you expand your syndicate from the ground up by taking over businesses from rivals and completing missions for each to increase income and unlock rewards. The core gameplay is a mix of third person shooting and driving, and you can use cars, boats, planes, helicopters, jet skis and motorcycles. It is a prequel to Vice City, and a PlayStation 2 port came in 2007. Boats, swimming and a helicopter are new, and the soundtrack is set in the 1980s. Businesses to take over still give the missions a purpose beyond the story.
